On the morning of February 10, 2025, at the 3rd Floor Hall, VCCI Building, Hanoi, the Signing Ceremony of the Strategic Cooperation Agreement took place between Vietnam National Chemical Group (Vinachem), Vietnam National Petroleum Group (Petrolimex), and Vietnam Posts and Telecommunications Group (VNPT).
Attending the ceremony were Mr. Nguyen Huu Tu – General Director of Vietnam National Chemical Group (Vinachem); Mr. Dao Nam Hai – General Director of Vietnam National Petroleum Group (Petrolimex); and Mr. Huynh Quang Liem – General Director of Vietnam Posts and Telecommunications Group (VNPT), witnessed by the Chairmen of the respective Groups.
According to the agreement, the three Groups will engage in deep, wide-ranging cooperation across key areas:
From Vinachem's side: The Group will supply chemical industry products including tires and tubes, technical rubber, industrial batteries, basic chemicals, detergents, and specialized technical services. Specifically: automotive and industrial tires from Da Nang Rubber Joint Stock Company (DRC) and Southern Rubber Industry Joint Stock Company (CASUMINA); storage battery products from Dry Cell and Storage Battery Joint Stock Company (PINACO); basic chemical products such as HCl, H2SO4, H3PO4, PAC... produced by units including South Basic Chemicals Joint Stock Company and Viet Tri Chemical Joint Stock Company; detergent products from LIX Detergent Joint Stock Company (LIX) and Hanoi Soap Joint Stock Company (HASO); and technological design and engineering consultancy services provided by Chemical Industry Engineering Joint Stock Company (CECO).
From Petrolimex's side: The Group will supply petroleum products via nationwide retail distribution networks, wholesale supply systems, and storage depots across member petroleum companies; provide lubricants and petrochemical products from Petrolimex Petrochemical Corporation (PLC); supply liquefied petroleum gas from Petrolimex Gas Corporation (PGC); and provide design consultancy, construction installation, mechanical engineering, IT, automation, and digital transformation services from Petrolimex Construction and Trading Corporation (PGCC) and subsidiaries.
From VNPT's side: The Group will provide e-payment services, telecommunication infrastructure and connectivity services; deliver digital transformation solutions; partner in deploying Industry 4.0 technological applications (AI, Machine Learning...), comprehensive cybersecurity solutions across business operations, realizing digital transformation roadmaps efficiently and securely.
Speaking at the ceremony, Mr. Phung Quang Hiep - Chairman of the Board of Members of Vinachem, stressed the profound significance of this alliance. He emphasized that the strategic cooperation between Vinachem, Petrolimex, and VNPT represents a breakthrough step, affirming the pioneering leadership of the three state-owned corporations in synergizing resources, fostering innovation, and steering national industry. This partnership goes beyond conventional cooperation—it is an actionable commitment to optimize resources, broaden product-service ecosystems, accelerate digital transformation, and elevate competitiveness both domestically and globally. He expressed confidence that with strategic vision, this cooperation will create enduring values, spurring growth and shaping the future of Vietnamese industry.
The tripartite agreement contributes to implementing the Government's policy of leveraging the foundational role of state-owned enterprises in the national economy, while bolstering the campaign "Vietnamese people prioritize using Vietnamese goods". Given their commanding market stature, this partnership is anticipated to unlock fresh opportunities, drive major projects of national significance, and expand international reach.
