Starting December 2023, health insurance participants should note new regulations on the price bracket of medical examination and treatment services in state healthcare facilities and health insurance service prices across hospitals of the same grade nationwide.
Promulgation of Medical Examination and Treatment Service Price Brackets at State Healthcare Facilities
Previously, Circular 37/2018/TT-BYT as amended by Circular 14/2019/TT-BYT only stipulated maximum ceilings for medical service price brackets at state healthcare facilities without specifying minimum price floors.
To rectify this, Circular 21/2023/TT-BYT promulgated a new price framework for medical examination and treatment services in state facilities, defining both minimum floor and maximum ceiling price levels.
Furthermore, Circular 21 adjusted the maximum ceilings for medical examination and treatment services upward as follows:
- Medical examination and health check-up service bracket: Maximum ceiling price increased by approximately 18%.
- Hospital bed-day service bracket: Maximum ceiling price increased by approximately 17%.
- Technical and laboratory test service bracket: Maximum ceiling price increased by approximately 15% to 18%.

Circular 21/2023/TT-BYT promulgated a new price bracket for medical examination and treatment services in state medical facilities.
Increase in Medical Examination and Treatment Service Prices Across Same-Grade Hospitals Nationwide
From November 17, 2023, health insurance medical examination and treatment service prices between same-grade hospitals nationwide are implemented pursuant to new regulations under Circular 22/2023/TT-BYT.
Under the impact of the statutory base salary increase, the Ministry of Health adjusted medical service prices covered by health insurance upward in Circular 22/2023/TT-BYT.
Specifically:
- Medical examination and consultation prices: Increased by approximately 9% compared to Circular 13/2019/TT-BYT, while inter-hospital expert consultations for complex diagnostic cases (expert/case; applicable only when inviting external experts) remain unchanged at VND 200,000.
- Hospital bed-day service prices: Increased by approximately 10% to 14% compared to Circular 13/2019/TT-BYT.
- Technical and diagnostic test prices: Most technical services saw modest increases of 1% to 4% compared to Circular 13/2019/TT-BYT, though certain diagnostic services increased up to 10% (such as ultrasound).

Guidelines on Pediatric Specialized Technical Service Pricing Performed on Adult Patients
This is a brand new guideline stipulated in Clause 10, Article 7 of both Circular 21/2023/TT-BYT and Circular 22/2023/TT-BYT.
Accordingly, pediatric specialized technical services performed on adult patients, or technical services performed on pediatric patients that share identical designations with adult procedures without specific separate price tiers, shall apply corresponding pricing stipulated in Circular 21/2023/TT-BYT and Circular 22/2023/TT-BYT along with equivalent technical and cost determination decisions.
For technical services designated exclusively under pediatric specialty but performed on patients over 16 years of age, the technical service price applicable to pediatric specialty shall govern.
