The Government Office has just issued Notice No. 127/TB-VPCP dated March 23, 2024, conveying the conclusions of the Government's Standing Committee at the early-spring meeting with exemplary state-owned enterprises (SOEs) nationwide.
The Notice clearly stated that the Government consistently accompanies enterprises, including SOEs; focusing on the rapid, sustainable, and well-directed development of SOEs, contributing to the realization of the Party's policy that the state economic sector plays the leading role in the economy, with SOEs serving as the pioneer and core force.
SOEs continue to hold substantial resources in terms of capital, assets, technology, and high-quality human resources, making significant contributions to the state budget, generating employment, actively participating in social welfare programs, and contributing to macroeconomic stability, inflation control, and major economic balances.
In 2023, despite facing numerous challenges, the business performance and contributions of SOEs to socio-economic development were remarkable: Total revenue reached approximately VND 1.65 quadrillion, exceeding the plan by 4%; pre-tax profit was estimated at VND 125.8 trillion, surpassing the annual target by 8%; state budget contributions were estimated at VND 166 trillion, exceeding the annual plan by 8%, accounting for roughly 28% of total state budget revenue, and providing employment for approximately 0.7 million workers...
However, alongside the achievements, some enterprises still incurred losses and failed to meet production and business targets; several economic groups and corporations posted negative profits, including large-scale enterprises with pivotal roles; operational and investment efficiency remained disproportionate to the allocated resources.
Vigorously promote development investment by economic groups, state corporations, and SOEs
The Prime Minister requested ministries, ministerial-level agencies, People's Committees of centrally affiliated provinces and cities, state ownership representative agencies, and SOEs to thoroughly grasp and effectively implement Directive No. 07/CT-TTg dated February 22, 2024, of the Prime Minister on corporate governance innovation, improving production and business efficiency, and vigorously promoting development investment of state economic groups, corporations, and SOEs, alongside other relevant directives and conclusions, focusing on the following key areas:
Promote the core, leading, and pioneering role of SOEs in the economy; SOEs must serve as the vanguard and leader in innovation, corporate governance restructuring, capital restructuring, and the restructuring of production and supply chains toward modernization, alignment with international best practices, digital transformation, science and technology, and emerging industries.
Continue enhancing the operational efficiency and competitiveness of SOEs with a focus on quality improvements—specifically by researching and partnering to execute energy and new technology projects in line with global transition trends, focusing on revitalizing traditional growth drivers (investment, exports, consumption), while accelerating new growth drivers such as digital transformation, green transition, circular economy, knowledge-based economy, sharing economy, and climate change response.
Promote the role of the State Capital Investment Corporation (SCIC), with particular emphasis on utilizing capital resources for development investment.
"Do not wait for enterprises to beg or complain before taking action"
The Prime Minister requested ministries, sectors, government agencies, People's Committees of centrally affiliated provinces and cities, and state ownership representative bodies: To be proactive, active, and responsible in supporting enterprises in accordance with their functions, duties, and authorities; creating favorable conditions and opportunities for enterprise development, "not waiting for enterprises to beg or complain before taking action," and effectively coordinating with enterprises to resolve bottlenecks, overcome challenges, leverage strengths, mitigate weaknesses, progress together, keep pace, rise above, and accelerate development.
In the third quarter of 2024, the Ministry of Planning and Investment will take the lead and coordinate with relevant agencies to research and propose to the Prime Minister the designation of a focal agency to monitor and consolidate the production, business, and development investment status of SOEs to serve state management objectives regarding SOEs, while leveraging the role of the Steering Committee for Enterprise Innovation and Development.
The Commission for the Management of State Capital at Enterprises (CMSC) must be more proactive and active in performing its assigned functions and duties; based on the preliminary review of the Commission's operating model, it should proactively coordinate with relevant agencies to propose amendments and improvements to regulations concerning the Commission's functions, duties, powers, and related legislation.
