In his opening address, Chairman of the Provincial People's Committee Tran Ngoc Tam stated that Ben Tre possesses a 65 km coastline with immense potential for renewable energy and new energy projects, driving local socio-economic development. Currently, Ben Tre is proactively developing infrastructure and resources for clean energy, including wind power, solar power, biomass energy, gas power, and notably green hydrogen.

The Resolution of the 11th Provincial Party Congress (2020–2025) outlined the goal of transforming Ben Tre into a well-developed province in the Mekong Delta by 2025 and nationwide by 2030, with a core focus on eastward development through marine economic sectors.
Decision No. 500/QD-TTg dated May 15, 2023, approving the National Power Development Plan VIII (PDP8), emphasizes "regarding RE and NE development as an opportunity to cultivate a comprehensive energy industrial ecosystem" and aligning energy transition with a green, circular, and low-carbon economy. Furthermore, Decision No. 165/QD-TTg dated February 7, 2024, approving Vietnam's Hydrogen Energy Strategy to 2030 with a vision to 2050, sets the primary goal of "developing Vietnam's hydrogen ecosystem based on renewable energy, including production, storage, transport, domestic utilization, and export with modern, synchronized infrastructure to ensure energy security and achieve net-zero emissions by 2050."
To substantiate scientific rationales for hydrogen ecosystem development in Ben Tre, the workshop served to disseminate the province's development orientation regarding new energy, renewables, and green hydrogen, presenting provincial potential to domestic and global investors while facilitating the exchange of international standards on offshore wind and green hydrogen.
"We anticipate that scientific insights and practical experiences will be thoroughly examined regarding technical and financial solutions for green hydrogen production from solar and wind power, as well as technology selection for green hydrogen and ammonia synthesis. Simultaneously, we seek to strengthen international support commitments, green credit facilities, climate financing, and green bonds for hydrogen production projects planned in Ben Tre," stated Chairman Tran Ngoc Tam.

Deputy Minister of Industry and Trade Phan Thi Thang briefed attendees on Vietnam's renewable energy and hydrogen strategy to 2030 with a vision to 2050, emphasizing that energy transition from fossil fuels to renewables is an inevitable global trend.
Ben Tre holds abundant renewable energy potential, including solar, wind, biomass, waste-to-energy, green hydrogen, and green ammonia. Under PDP8 and its implementation plan approved by the Prime Minister, Ben Tre is slated for robust renewable power development.
To realize clean energy goals, Deputy Minister Phan Thi Thang proposed several key solutions: establishing a transparent, competitive investment environment, publishing project master plans, and removing administrative barriers to encourage private sector participation; streamlining administrative procedures; attracting high-quality foreign direct investment; refining incentive mechanisms to prevent speculation; implementing flexible credit policies to facilitate corporate access to capital, particularly for green energy projects; and enhancing tax policies that encourage clean energy production and consumption.
Additionally, priority must be given to national science and technology programs for energy equipment manufacturing, expanding international partnerships, and attracting investors to construct eco-industrial and smart processing zones utilizing renewable energy.
Fostering linkages between FDI and domestic firms within supply chains, alongside extensive public awareness campaigns on clean energy responsibility, will further mobilize diverse financing sources for the energy sector.
During the workshop, delegates analyzed technical and financing solutions for green hydrogen production, technology selection criteria for hydrogen/ammonia synthesis units, and international green credit mobilization strategies for planned facilities in Ben Tre.
Delivering keynote directives, Permanent Deputy Prime Minister Nguyen Hoa Binh commended the organization of the workshop, reflecting a forward-looking vision aligned with the Party's 13th National Congress directives toward a green economy as an inevitable path forward.

Ben Tre's workshop demonstrated the provincial leadership's resolute commitment to renewable energy development and sent a transparent signal attracting green energy investors. The province's political system and citizens have exhibited great determination, turning coastal land challenges into wind energy achievements.
While the Government has issued numerous policies promoting renewable energy, wind and solar power continue to face legal and infrastructural bottlenecks requiring prompt resolution to establish breakthrough mechanisms replacing fossil fuels and forming regional renewable energy hubs.
