Kinhtedothi - Renovating the operations of the Committee for Management of State Capital at Enterprises, improving operational efficiency and promoting the investment resources of the 19 affiliated State economic groups and corporations.
In implementation of the guidelines of the Party and the National Assembly, in 2018 the Government established the Committee for Management of State Capital at Enterprises (the Committee) and assigned it to exercise the rights and responsibilities of the State owner's representative over the 19 affiliated State economic groups and corporations, which currently hold large resources of the economy, accounting for more than 60% of the capital and asset resources of State-owned enterprises (SOEs) nationwide.
After more than 4 years of operation, the Committee has fully taken over the exercise of the rights and responsibilities of the State owner's representative at the 19 State economic groups and corporations in accordance with the law; has acted as the focal point of the Steering Committee for handling the existing problems and weaknesses of a number of slow-progressing and inefficient projects and enterprises in the industry and trade sector, and has worked with the State economic groups and corporations to deploy important projects serving socio-economic development.
The State economic groups and corporations under the Committee continue to play a core role in many important economic sectors and fields of the country, contributing to ensuring major balances and macroeconomic stability, making large contributions to the State budget, creating important foundations and momentum for the development of sectors, fields and the economy, contributing to promoting growth, building an independent and self-reliant economy, implementing social security and national defence and security; owners' equity and assets have been preserved, and the production and business efficiency of many State economic groups and corporations has been maintained, ensuring jobs and income for employees.
Besides the results achieved in recent times, the Committee and the 19 State economic groups and corporations still have shortcomings and limitations such as: the legal basis for the Committee's operating model still has problems and is not really effective; proactiveness, flexibility, positivity and creativity remain limited, and coordination with ministries, sectors and localities still faces many obstacles. The State economic groups and corporations have not yet proactively brought into full play the effectiveness of the capital and asset resources assigned by the State, especially in accelerating the progress of large and important investment projects; almost no project has been newly started in recent periods.
These shortcomings and limitations stem from both objective and subjective causes attributable to the responsibility of many relevant entities: the Government, ministries and sectors, the Committee and enterprises,... among which the main causes are: major legal obstacles; coordination with ministries and sectors that is not yet close and effective; and the need for greater effort, endeavour and proactiveness on the part of the Committee and the State economic groups and corporations.
In implementing the conclusion of the Politburo on continuing to apply the model of the Committee as a specialised agency representing the owner of SOEs and State capital in enterprises, in order to continue researching and perfecting the model and renovating the Committee's operations, while improving the quality and efficiency of operations and promoting the effective use of the investment capital of the State economic groups and corporations under the Committee in implementing socio-economic development plans and strategies, the Prime Minister requires the Committee for Management of State Capital at Enterprises, relevant ministries and agencies and the State economic groups and corporations to be proactive and active in effectively handling and resolving difficulties, obstacles and inadequacies, and to direct and organise the proper implementation of a number of tasks and solutions.
