CECO: Appraisal and Technical Advisory Services Play a Crucial Role in Investment Projects

Chemical Industry Engineering Joint Stock Company (CECO) has been providing comprehensive advisory services to numerous project owners regarding the selection of technological solutions for investment projects.

At the Technology Management Policy Forum for Socio-Economic Development held within the framework of Techconnect and Innovation Vietnam 2024, connecting technology and innovation, co-chaired by the Ministry of Science and Technology (MOST) and the Hanoi People's Committee on September 30 in Hanoi, CECO presented an in-depth paper on "Policies and the Role of Technology Appraisal and Consultation for Investment Projects."

Concurrently, CECO was invited as a keynote panelist alongside leading experts and regulatory authorities to address technology management policies, current administrative frameworks, and enterprise recommendations regarding the practical adoption and advancement of modern technology.

As an established specialized engineering consultancy, CECO has advised numerous investors on choosing optimal technological configurations, while supporting them in presenting, explaining, and defending technical solutions before competent state appraisal authorities for investment projects in general, and specialized technology appraisals in particular.

According to CECO's leadership, technology selection for each project is essential and paramount, often determining the overall success or failure of the project and the investor's final investment decision. Therefore, rigorous appraisal and informed opinions from competent state authorities play an indispensable role in approving investment projects.

"Perfecting institutional frameworks and strengthening the responsibility of state management agencies in technology appraisal helps prevent, deter, and eliminate obsolete equipment, polluting technologies, and technologies adversely impacting national security, defense, and sustainable development. Simultaneously, it fosters a transparent, favorable legal environment that encourages technology transfer, innovation, commercialization, and the integration of modern scientific breakthroughs into industrial projects," emphasized CECO leadership.

Based on these evaluations, regulations regarding the appraisal or advisory review of technology in investment projects require timely additions to address existing legal bottlenecks. This will elevate the accountability of individual appraisal experts and review councils, refining investment laws toward sustainability goals.

Within the forum's framework, from a consulting firm's perspective, CECO also proposed several practical recommendations: formulating institutional policies and allocating resources to train and upskill technical personnel engaged in technology appraisal; updating statutory catalogs of emerging technologies, encouraged transfers, restricted transfers, and prohibited transfers; and reviewing appraisal steps and scope across different project implementation phases.

CECO's recommendations assist regulatory authorities in perfecting legal frameworks for technology evaluation, while alleviating procedural hurdles for enterprises during investment appraisals, thereby motivating project owners to adopt advanced, eco-friendly technologies targeting green and sustainable growth.

Speaking at the forum, Deputy Minister of Science and Technology Hoang Minh emphasized: "With the enthusiastic and dedicated participation of administrators, scientists, enterprises, and participating organizations, the forum has brought forth many practical solutions, contributing to promoting technology transfer and developing Vietnam's innovation and technology ecosystem."

This served as a premier opportunity for scientists, research institutes, and universities to connect with industrial enterprises, jointly identifying pragmatic technological solutions to address manufacturing challenges and support Vietnam's Net Zero ambitions.
