On the morning of December 19, 2025, at Dinh Vu Industrial Park (Hai Phong), DAP – Vinachem Joint Stock Company held the Groundbreaking Ceremony for the Project "Intensive Technological Investment, Phosphoric Acid Quality Enhancement, and MAP Fertilizer Production with a Capacity of 60,000 Tons/Year". This was one of 234 major projects selected for nationwide simultaneous groundbreaking and inauguration on December 19, celebrating the 79th anniversary of National Resistance Day and looking forward to welcoming the 14th National Party Congress.
Attending the ceremony was Mr. Phung Quang Hiep – Member of the Government Party Committee, Party Secretary, Chairman of the Member Council of Vietnam National Chemical Group (Vinachem); leadership representatives of the Group, leadership of DAP – Vinachem, local government leaders, and representatives of partners and contractors, including Mr. Li Lixin – Chairman of ECEC Engineering Technology Co., Ltd. (China), EPC general contractor of the project.
Vinachem Chairman Directs: First Product Within 10 Months
Speaking at the groundbreaking ceremony, Mr. Phung Quang Hiep, Party Secretary and Chairman of the Member Council of the Group, emphasized: the project carries special strategic importance, not only upgrading MAP fertilizer production capacity and quality, but also serving as a crucial milestone towards high-tech chemicals and the semiconductor value chain.

He noted: according to initial plans, the project was scheduled for completion within 15 months. However, to create a breakthrough in execution speed, the Chairman assigned the target of rolling out the first product within 10 months. He stressed: “Time is money, progress is money. Maximize automated production lines, pursue comprehensive and thorough engineering, and maintain absolute transparency.”
Mr. Hiep affirmed that the project is a strategic initiative for DAP – Vinachem, laying the groundwork for researching and developing electronic-grade pure chemical products serving the electronics, semiconductor, and rare earth processing industries. He urged a determined, urgent spirit while strictly ensuring quality and safety, directing company teams and contractors to focus intensely on delivering the 10-month production target.
Commencing this project demonstrates DAP – Vinachem's commitment to technological innovation, enhancing phosphoric acid quality, advancing MAP products, and effectively utilizing by-products in line with green development and the circular economy. The project also concretizes the spirit of Politburo Resolution No. 57 regarding breakthroughs in science and technology development, innovation, and national digital transformation.

Mr. Vu Van Bang, General Director of DAP – Vinachem, stated that after 17 years of stable operations and 5 years of rigorous financial and technological preparation, the timing is ripe to overhaul and upgrade technology, enhance phosphoric acid quality, and invest in the 60,000-ton/year MAP production project.
Following thorough surveying and evaluation of qualified contractors, DAP – Vinachem conducted international bidding and selected ECEC as the EPC general contractor. ECEC possesses extensive engineering-construction experience and profound understanding of the existing DAP plant's technological infrastructure, facilitating optimal integration between existing and new equipment, as well as installation, commissioning, and operations.

Mr. Li Lixin, Chairman of ECEC, emphasized: the groundbreaking ceremony marks not only the substantive execution phase of the project, but also reflects firm mutual trust over two decades of cooperation between ECEC and Vinachem. ECEC pledges to mobilize seasoned experts, deploy advanced management systems, ensure comprehensive quality assurance, and guarantee project safety, environmental friendliness, schedule adherence, and maximum efficiency.

The groundbreaking of the DAP – Vinachem project not only enhances fertilizer product quality and phosphate value chain efficiency, but also serves as an initial stepping stone in long-term strategic research into high-tech chemicals. Through intensive investment and technological revamping, DAP – Vinachem is systematically preparing technological and quality management conditions to supply high-purity chemicals for the electronics, semiconductor, and rare earth processing sectors, aligning with long-term enterprise development strategies.

At the groundbreaking ceremony, Mr. Vu Van Bang, General Director of DAP – Vinachem, and Mr. Li Lixin, Chairman of ECEC, officially accepted the mission assigned by the Vinachem Chairman: achieving the project's first commercial product within 10 months.
Mr. Vu Van Bang affirmed: DAP – Vinachem will muster all resources, deploy optimal engineering solutions, elevate phosphoric acid and MAP quality, and coordinate closely with ECEC to guarantee schedule, quality, and absolute safety.
Mr. Li Lixin committed: ECEC will mobilize elite specialists, enforce advanced management processes, maintain rigorous quality oversight, and ensure the project completes on time, eco-friendly, and with highest economic performance.
