The status of formulating and enforcing legal policies in technology management; obstacles and proposals from enterprises in accessing, applying, and developing technology; appraisal and technology transfer regulations, and orientations to refine the legal framework in the coming period were the central themes discussed at the Technology Management Policy Forum for Socio-Economic Development held on September 30, 2024 in Hanoi.<\/em><\/div>\n

The forum was organized within the framework of Techconnect and Innovation Vietnam 2024, co-chaired by the Ministry of Science and Technology (MOST) and the Hanoi People's Committee, to create an extensive dialogue platform between administrators, scientists, business leaders, and the creative startup community.<\/div>\n
This provided an opportunity for stakeholders to exchange experiences, perspectives, and strategic visions regarding support policies and initiatives to accelerate technology application, transfer, and innovation toward sustainable socio-economic development.<\/div>\n

In his opening remarks, Deputy Minister of Science and Technology Hoang Minh highlighted that Vietnam's economic growth in recent years has progressively shifted away from relying on natural resource extraction toward leveraging science, technology, and innovation (STI). The application and transfer of technology and innovation play a pivotal role in boosting productivity, quality, and enterprise competitiveness.<\/div>\n
In the context of international integration and the profound impacts of the Fourth Industrial Revolution, technological capability is a core determinant for businesses to create high-value products and services meeting stringent market demands. Moreover, international trade competition, accompanied by defensive measures and high sustainability requirements, compels enterprises to adopt essential solutions to absorb, innovate, and master technology to overcome challenges.<\/div>\n
The 13th National Congress of the Communist Party of Vietnam affirmed that science and technology represent top national policy and the fundamental driving force for modern productive forces. At the 10th plenum of the 13th Central Committee, General Secretary and State President To Lam reaffirmed that science, technology, and innovation represent breakthroughs ushering the nation into a new era of prosperity. This perspective demonstrates the Party's strategic vision on qualitative growth, shifting from resource-intensive inputs to high labor productivity and enhanced technological absorption capacity among enterprises.<\/div>\n

Deputy Minister Hoang Minh emphasized that, with enterprises positioned at the core of national innovation, MOST has actively promoted technology transfer and development, guiding local authorities in evaluating technological capabilities in key industrial sectors. MOST has supported enterprises in technological renovation, deployed national science programs, identified transfer demands, and facilitated global technology matching. Concurrently, MOST has strengthened partnerships with domestic and international research institutes and universities to drive technological adoption across manufacturing and business operations.<\/div>\n

At the forum, managers, scientists, and corporate leaders discussed key topics including: the current status and implementation of technology management policies in Vietnam; corporate challenges and recommendations regarding technology access, application, and scaling; statutory regulations on technology appraisal and transfer and orientations to improve legal frameworks, thereby boosting competitiveness and product value; scientific and technological mechanisms promoting green technology adoption and greenhouse gas reduction toward Net Zero, including support for research, development, and clean tech deployment; and introducing the National Science and Technology Program to 2030 on Net Zero (KC.16\/24-30)...<\/div>\n
