These decrees contribute to promoting economic and labor structural shifts toward industrialization in rural areas in line with the Party and State's policy on "leaving farming without leaving the homeland" and new rural development, meeting local socio-economic development demands.

Minister of Industry and Trade Nguyen Hong Dien delivers remarks at the conference

The contents of the two aforementioned Decrees inherit the management principles and provisions outlined in Decree No. 68/2017/ND-CP and Decree No. 66/2020/ND-CP that remain aligned with practical conditions and proven effective. Simultaneously, they amend and supplement obsolete provisions, ensuring feasibility and consistency with relevant legal normative documents to meet the requirements of state management.

The Decrees have also institutionalized the Party and State's guiding principles on improving the investment and business environment, administrative reform, and intensifying decentralization in the management of ICs to local authorities. Notably, Decree 32 completely decentralizes authority to localities—ranging from formulating IC development plans to establishing/expanding ICs, managing detailed IC construction planning, overseeing infrastructure development and manufacturing/business investment projects within ICs, to issuing regulations and operational statutes under their jurisdiction and organizing the implementation of IC policies and laws. This ensures that local authorities are equipped with the necessary tools and conditions to exercise their state management functions over ICs. This represents a prominent new highlight of Decree 32 and Decree 43.

Decree 43 provides more specific, detailed, and clearer provisions regarding eligibility, evaluation criteria for title conferment, required dossiers, and appraisal procedures across council levels towards administrative reform, creating favorable conditions for artisans while strictly adhering to statutory provisions on emulation and commendation. Additionally, it delegates authority to provincial/municipal People's Committees to organize the announcement of the State President's conferment decisions and award ceremonies for handicraft artisans residing in their respective localities.

Although Decree 32 has fundamentally addressed and resolved bottlenecks and inadequacies that arose in IC management and development practice in recent times, certain issues raised by localities have not yet been comprehensively resolved.
