At the press conference announcing the results of the 5th Extraordinary Session of the 15th National Assembly, Standing Member of the Economic Committee Phan Duc Hieu stated that the amended Land Law recently passed at the session features numerous pivotal reforms focusing on 5 key issue groups.<\/h2>\n

The Secretary-General and Chairman of the National Assembly Office informed that the National Assembly has officially passed the amended Land Law<\/a> comprising 16 chapters and 260 articles, fulfilling one of the highest-priority legislative mandates of the 15th National Assembly term in full compliance with the 2013 Constitution, guidelines of the Party, and directly embodying Resolution No. 18-NQ\/TW dated June 16, 2022 of the 5th Central Committee Conference (Term XIII).<\/p>\n

The passage of the revised Land Law also aligns with the demands of advancing national industrialization, modernization, social equity, and stability; safeguarding national defense and security; protecting the environment and adapting to climate change; and generating strong momentum to propel Vietnam into a high-income developed country.<\/p>\n

5 Key Policy Groups in the Revised Land Law<\/strong><\/p>\n

According to Standing Member Phan Duc Hieu, the revised Land Law contains major breakthroughs concentrated into 5 primary groups:<\/p>\n

First, regulations designed to enhance the protection of legitimate rights and interests of land users, including expanding land use rights<\/a> for Vietnamese citizens, including overseas Vietnamese; alongside enhanced land support policies for ethnic minority communities.<\/p>\n

Second, facilitating access to land for citizens and enterprises, clarifying statutory mechanisms for land recovery dedicated to socio-economic infrastructure construction and productive business and industrial activities.<\/p>\n

Third, enhancing land use efficiency, regulating multi-purpose land utilization, and narrowing down administrative circumstances that require statutory permits when converting land use purposes.<\/p>\n

Fourth, land finance reforms: clearly segregating land valuation mechanisms from land fee exemption and reduction policies; establishing predictable mechanisms to stabilize land rental costs for long-term production and operational inputs.<\/p>\n

Fifth, elevating the efficiency and effectiveness of State land administration. Substantial administrative procedure reforms and cuts to bureaucratic red tape to provide maximum convenience for citizens and businesses.<\/p>\n

Expeditiously Bringing the Land Law into Practical Implementation<\/strong><\/p>\n

Delivering the closing address of the session, National Assembly Chairman Vuong Dinh Hue highlighted that after 3.5 days of intensive, meticulous, scientific, democratic, and highly responsible work, the 5th Extraordinary Session of the 15th National Assembly concluded all planned agenda items with broad consensus.<\/p>\n

The National Assembly Chairman requested the Government to allocate necessary resources, immediately prepare required implementation conditions, and issue concrete roadmaps to swiftly bring the revised Land Law into practical execution.<\/p>\n

Relevant ministries and ministerial-level agencies must promptly draft and enact detailed guiding decrees and circulars under their jurisdiction, guiding statutory transitional provisions to safeguard the lawful rights and interests of the State, citizens, and enterprises.<\/p>\n

Agencies must actively spearhead administrative reforms in land procedures, finalize the centralized, unified, multi-purpose national land database and information network; while streamlining the State land administration apparatus toward high efficiency and integrity.<\/p>\n

The Chairman instructed the elimination of redundant intermediary stages, strict implementation of statutory decentralization and delegation of authority, bolstered inspection and power oversight, and practical resolution of lingering obstacles concerning land management, land use, and the real estate market at large.<\/p>\n
