{"id":8305,"date":"2023-06-07T16:43:06","date_gmt":"2023-06-07T09:43:06","guid":{"rendered":"https:\/\/ceco.com.vn\/?p=8305"},"modified":"2026-11-03T10:05:33","modified_gmt":"2026-11-03T03:05:33","slug":"ton-dong-hon-84-000-bang-sang-che-nhan-hieu-hang-hoa-bo-truong-huynh-thanh-dat-noi-gi","status":"publish","type":"post","link":"https:\/\/ceco.com.vn\/en\/ton-dong-hon-84-000-bang-sang-che-nhan-hieu-hang-hoa-bo-truong-huynh-thanh-dat-noi-gi\/","title":{"rendered":"Over 84,000 Patents and Trademarks Backlogged: Response from Minister Huynh Thanh Dat"},"content":{"rendered":"<div class=\"ceco-en-content\" data-no-translation><div class=\"sapo_detail\">Concerns were raised regarding the severe backlog in intellectual property registrations, patent grants, and commercial trademark protections, directly affecting the legitimate rights and interests of citizens and enterprises.<\/div>\n<div><\/div>\n<div class=\"sapo_detail\"><strong>Pressing Concerns Over Backlog in Technology Patents and Trademark Registrations<\/strong><\/div>\n<div id=\"content_detail_news\">\n<p>National Assembly Deputy Dinh Ngoc Quy (Gia Lai Province) questioned the Minister regarding widespread enterprise and public concern over pending backlogs in the registration and granting of technology protection certificates, invention patents, and trademarks, which have remained unresolved and hindered commercial rights.<\/p>\n<p>The Minister stated that the Ministry of Science and Technology (MOST) remains deeply concerned over the backlog of patent and intellectual property applications due to processing bottlenecks, partly caused by a sharp surge in filings in recent years and partly because this constitutes an increasingly intricate and evolving domain.<\/p>\n<p>Application evaluation procedures and workflows remain slow, with limited IT integration and human resource constraints, leading to a substantial volume of unexamined patent and trademark dossiers.<\/p>\n<p>As of December 31, 2022, more than 64,000 trademark applications and over 20,000 patent applications remained unprocessed.<\/p>\n<p>The Ministry of Science and Technology will boost digital transformation and IT application, streamline intake and examination workflows, and expand recruitment and specialized training for examination staff to address this challenge.<\/p>\n<p>However, it will require until at least 2025 or 2026 to resolve this backlog completely.<\/p>\n<table class=\"MASTERCMS_TPL_TABLE\" border=\"0\" cellspacing=\"0\" cellpadding=\"0\" align=\"left\">\n<tbody>\n<tr>\n<td><img src=\"https:\/\/media.baodautu.vn\/Images\/huutuan\/2023\/06\/07\/HuynhThanhDat3.jpg\" alt=\"Minister of Science and Technology answering questions before the National Assembly. Photo: Duy Linh<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>Expenditure Levels for Science and Technology Development<\/strong><\/p>\n<p>Deputy Nguyen Tuan Anh (Long An Province) questioned Minister Huynh Thanh Dat regarding determining development investment allocations and the percentage of state budget designated for S&T since 2017, alongside measures to rectify fragmented fund allocations.<\/p>\n<p>In response, Minister Huynh Thanh Dat acknowledged this as an existing reality in Vietnam. The Minister noted that the Ministry of Science and Technology has formulated measures to ensure that S&T budgetary expenditures and tasks yield optimal effectiveness.<\/p>\n<p>Accordingly, MOST has approved 19 national science and technology programs with defined targets, deliverables, and operational requirements. This establishes a concrete framework for state budget allocations tailored to scientific missions.<\/p>\n<p><strong>Enhancing Autonomy to Effectively Support Domestic Enterprises<\/strong><\/p>\n<p>According to Deputy Phung Thanh Phuong (T\u00e2y Ninh Province), public science and technology organizations represent a cornerstone of national technological capacity. In the questioning session, the deputy requested the Minister to clarify government mechanisms to bolster organizational autonomy and reinforce leadership capacity in supporting domestic businesses.<\/p>\n<p>Responding, Minister Huynh Thanh Dat highlighted Decree 60 regulating financial autonomy for public non-business service units, intended to unleash autonomy in fulfilling assigned tasks.<\/p>\n<p>However, public service units in Vietnam are highly diverse across various operating spheres.
