Along with that, it aims to successfully carry out a just energy transition associated with the modernisation of production, the building of a smart grid and advanced power system governance, in line with the global trend of green transition, emission reduction and scientific and technological development. At the same time, it seeks to form an overall energy industry ecosystem based on renewable energy and new energy.

In particular, regarding the goal of ensuring national energy security and supplying sufficient domestic electricity demand to meet the socio-economic development targets with average GDP growth of about 7% per year in the 2021-2030 period and about 6.5-7.5% per year in the 2031-2050 period, it aims to ensure a safe and reliable power supply. By 2030, the reliability of power supply is to be among the top 4 countries in ASEAN and the electricity access index among the top 3 countries in ASEAN; the plan strives for 50% of office buildings and 50% of households to use self-produced and self-consumed rooftop solar power by 2030 (serving on-site consumption and not selling electricity to the national grid).

With regard to a just energy transition, Power Development Plan VIII sets the goal of strongly developing renewable energy sources for power generation. The orientation to 2050 is for the share of renewable energy to reach 67.5-71.5%; greenhouse gas emissions from power generation are to be controlled at about 204-254 million tonnes in 2030 and about 27-31 million tonnes in 2050. It aims towards a peak emission level of no more than 170 million tonnes in 2030, provided that the commitments under the JETP are fully and substantively implemented by international partners, and towards building a smart grid system capable of integrating and safely and efficiently operating large-scale renewable energy sources.

Regarding the development of the renewable energy industry and services ecosystem, it is expected that by 2030 two inter-regional renewable energy industry and service centres will be formed, covering generation, transmission and consumption of electricity; the manufacturing of renewable energy equipment, construction, installation and related services; and the building of a renewable energy industry ecosystem in areas with high potential such as the North, South Central and South regions when favourable conditions exist. In addition, power sources from renewable energy will be developed and new energy produced for export. The plan strives for an electricity export capacity of about 5,000-10,000 MW by 2030.

To achieve the above objectives, Power Development Plan VIII has also identified options for power source development, options for grid development and grid interconnection with countries in the region, orientations for rural electrification, orientations for the development of the renewable energy industry and services ecosystem, and investment capital needs. Accordingly, the total investment capital for the development of power sources and transmission grids in the 2021-2030 period is estimated at the equivalent of USD 134.7 billion; the orientation for the 2031-2050 period estimates investment capital needs for the development of power sources and transmission grids at the equivalent of USD 399.2 - 523.1 billion, of which about USD 364.4-511.2 billion is for power sources and about USD 34.8-38.6 billion for transmission grids, to be further refined in subsequent plans.

Under the approved Decision, the Ministry of Industry and Trade is responsible for the accuracy of the data, documents, systems of diagrams, maps and databases in the planning dossier, ensuring consistency with the content of the Decision; for organising the publication of the plan in accordance with regulations and implementing the Decision in association with directing the performance of socio-economic development tasks in accordance with the law, and for formulating a plan for the implementation of the plan in order to carry out the set objectives and tasks; and for organising the evaluation of the implementation of the plan in accordance with the Law on Planning.

It is to take the lead and coordinate with ministries, sectors and localities in completing the drafting of and submitting to the Government the revised Law on Electricity and the Law on Renewable Energy for submission to the National Assembly in 2024, and to submit to the Government for promulgation policies on direct power purchase agreements. At the same time, it is to take the lead and coordinate with ministries, sectors and the People's Committees of centrally-run provinces and cities in continuing to work with investors, carefully reviewing legal regulations and commitments and agreements between the parties in order to thoroughly resolve projects facing difficulties in implementation, and to report issues beyond its authority to the Prime Minister.

Power Development Plan VIII was approved with a consistent viewpoint: electricity is an important infrastructure sector, and power development must take one step ahead to create a foundation for promoting the rapid and sustainable development of the country, building an independent and self-reliant economy, improving the people's living standards and ensuring national defence and security. Power development planning must have a long-term vision, be efficient and sustainable, and place national and ethnic interests above all and before all.

Power development follows the principle of overall optimisation of the factors of power sources, power transmission, power distribution, and economical and efficient use of electricity, with an appropriate roadmap coupled with the protection of resources and the environment and the transformation of the economic model, ensuring national energy security at the lowest cost.

Power development planning must be based on a scientific basis, be inheritable, dynamic and open, but must not legitimise violations. Domestic energy resources are to be effectively exploited and used, combined with reasonable export and import, and energy is to be used economically and efficiently. The development of renewable energy and new energy is regarded as an opportunity to develop the overall energy industry ecosystem.

The State concentrates investment and encourages all economic sectors to rapidly develop the electricity industry on the principle of healthy competition and the application of a market mechanism to electricity selling prices, ensuring a harmonious balance of interests among entities participating in investment and electricity use and meeting the development requirements of regions and localities.

Power development must closely follow the development trends of science and technology in the world, especially in renewable energy and new energy, in association with the process of transforming the country's economy towards a green economy, a circular economy and a low-carbon economy. The energy transition must be in line with international trends and ensure sustainability, equity and justice.

Source: Tapchicongthuong

The Prime Minister has signed Decision No. 500/QD-TTg dated 15 May 2023 approving the National Power Development Plan for the 2021 – 2030 period, with a vision to 2050 (Power Development Plan VIII).

[8,1

post-8136","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-tin-tong-hop","category-tin-tuc
["GET
