Deputy Minister of Science and Technology Hoang Minh addressing the Forum.

Technology and Innovation as Catalysts for Socio-Economic Development

Addressing the conference, Deputy Minister Hoang Minh noted that amid the Fourth Industrial Revolution, technology and innovation have become critical drivers of national socio-economic growth.

For Vietnam, fostering technology transfer and commercialization is both an essential requirement and a strategic mission to enhance national competitiveness and navigate deep global integration.

Deputy Minister Hoang Minh urged experts and scientists to focus on central issues: first, technology management policies, examining current regulations and corporate hurdles in adopting modern technologies; second, legal mechanisms for technology appraisal and transfer, refining institutional frameworks to elevate enterprise competitiveness and product value; and third, science and technology mechanisms driving green technologies, carbon reduction toward Net Zero, and introducing the National Science and Technology Program to 2030 on Net Zero.

This forum established crucial linkages connecting academic institutions and research centers with commercial enterprises, formulating practical technological responses to manufacturing demands while steering toward Net Zero.

"With active and dedicated participation, the forum has provided actionable recommendations, propelling technology transfer and advancing our national innovation ecosystem," affirmed Deputy Minister Hoang Minh.

Refining Incentive Regulations for Technology Transfer Activities

Discussing existing legal frameworks regarding technology transfer, Mr. Nguyen Hoang Linh (Ministry of Science and Technology) noted that the Party and State have consistently prioritized technology transfer, establishing legal milestones such as the 2017 Law on Technology Transfer alongside related guiding decrees.

Panoramic view of the Forum

Proposing policy enhancements to incentivize domestic enterprises and FDI recipients to execute technology transfers, Mr. Nguyen Hoang Linh recommended amending the Law on Corporate Income Tax to resolve long-standing tax incentive obstacles that have limited transfer activities over the past decade.

Furthermore, he advocated synchronizing technology transfer incentives with Land Law regulations and Investment Law incentives, including land rental exemptions and reductions for projects receiving encouraged technologies under Article 157 of the Land Law.

Regarding technology appraisal stipulated in the Law on Technology Transfer, Mr. Linh suggested mandating technology appraisal for projects subject to investment registration certificates without prior investment policy approvals, resolving an existing regulatory loophole.

Regarding the identification of investment projects utilizing obsolete, polluting, or resource-intensive technologies, Mr. Linh recommended amending Decree No. 31/2021/ND-CP to eliminate interpretive discrepancies. Specifically, criteria must distinguish between process technologies and manufactured machinery, avoiding rigid rules declaring all equipment older than 10 years obsolete—especially in heavy engineering and fabrication where technological obsolescence cycles are longer—while accommodating complex, interconnected continuous production lines.

At the forum, ministry officials, regional authorities, scientists, and enterprise executives engaged in lively discussions on regulatory mechanisms and institutional enhancements, fostering access to cutting-edge technologies to enhance operational efficiency and sustainable value creation./.

Petrovietnam Plans Over $1 Billion for Upstream Investment

Global upstream oil and gas investment (Unit: Billion USD). (Source: IEA)

After bottoming out in 2020, global investment in the upstream oil and gas sector has rebounded substantially, driven primarily by sustained high crude oil prices amid geopolitical tensions and constrained supplies.

Data from the International Energy Agency (IEA) shows that upstream investment grew by 11% in 2022 compared to 2021, and was estimated to have expanded by an additional 7% in 2023, with the Middle East alone recording a 33% capital expenditure surge last year.

Leading global organizations forecast crude prices to remain elevated through 2024–2025. The US Energy Information Administration (EIA) projects global crude consumption will rise by 1.4 million barrels per day this year, outstripping supply growth. Consequently, upstream investments are expected to remain robust with slight upward momentum.

Vietnam is aligning with this global upstream revival. Vietnam Oil and Gas Group (Petrovietnam) has ramped up capital expenditure post-pandemic, initiating a new development cycle for the domestic energy sector.

Petrovietnam's investment trajectory on the rise since the pandemic. (Source: Petrovietnam, VNDirect synthesis)

According to a recent report by VNDirect Securities, Petrovietnam plans to invest approximately VND 50,000 billion ($2 billion) this year, representing a 54% increase over actual capital expenditure in 2023, with upstream investments accounting for 52% of total planned capital outlays.

Historically, Vietnam's domestic oil and gas output declined steadily after 2015 due to a prolonged absence of large-scale upstream projects following the 2014 oil price collapse, which rendered major developments economically unviable.

Because upstream oil and gas projects span multiple years, Petrovietnam is anticipated to maintain substantial capital spending in the coming years, catalyzing domestic upstream activities from 2024 onward. This expansion will benefit domestic oilfield service providers, beginning with EPCI contractors and extending to drilling and offshore engineering services.

Key domestic oil and gas projects underway and slated for development. (Source: Petrovietnam, VNDirect synthesis)

Recently, several domestic projects have registered significant breakthroughs. For instance, Murphy Oil (USA) reached the Final Investment Decision (FID) for the Lac Da Vang field development in late 2023.

For the Nam Du – U Minh project, Jadestone Energy (Singapore) signed a Heads of Agreement (HOA) with PV GAS in January 2024 regarding gas sales and offshore gas field development.

At the Su Tu Trang Phase 2B project, field partners are collaborating with competent authorities to negotiate and extend the Production Sharing Contract (PSC), paving the way for subsequent project phases.

At the Thien Nga – Hai Au project, the Zarubezhneft EP Vietnam joint venture is targeting offshore field development from 2025, planning offshore platform installation for Phase 1 in Q3/2025 with first commercial gas targeted for Q4/2026.

Anticipating FID for the Mega Block B – O Mon Project

Significantly, financial institutions forecast that Block B – O Mon, Vietnam's largest integrated gas-to-power project to date, is expected to reach its comprehensive FID in Q2–Q3/2024.

According to Petrovietnam, Block B will contribute approximately $19.2 billion to the state budget over its 20-year project lifecycle. Simultaneously, four gas-fired thermal power plants at the O Mon Power Center (Can Tho) totaling 3,810 MW will supply vital baseload power to southern Vietnam. Notably, domestic gas from Block B will enhance national energy self-reliance compared to imported LNG or coal.

With total capital expenditure exceeding $10 billion across upstream, midstream, and downstream segments, Block B – O Mon will provide substantial business impetus for Vietnam's oil, gas, and chemical engineering enterprises.

Primary contract packages across the Block B – O Mon development chain.
In late March 2024, MOECO—a key equity partner in Block B—announced its formal FID for the upstream project. Concurrently, Petrovietnam and its partners executed vital commercial contracts, including the Gas Sales Purchase Agreement (GSPA), Gas Transportation Agreement (GTA), Tie-in, Operation and Service Agreement (TOSA), and the Block B Gas Sales Agreement (GSA) between Petrovietnam and EVNGENCO2.

To guarantee synchronized execution across the chain, final investment decisions are awaited from remaining joint venture partners, notably Petrovietnam across upstream, midstream, and downstream scopes.

Given its paramount importance to national energy security, Petrovietnam is expected to resolve remaining commercial issues to issue the comprehensive FID, ensuring synchronized execution across the Block B – O Mon megaproject.

Celebrating the 55th Traditional Day of Vietnam's Chemical Industry, CECO reflects on nearly six decades of pioneering engineering consultancy, contributing to key petrochemical, fertilizer, and industrial chemical facilities nationwide.

August is marked by numerous historic anniversaries and major national celebrations in Vietnam. Among them, August 19 commemorates three significant events: the triumph of the August Revolution; the Traditional Day of the Vietnam People's Public Security Forces; and the Traditional Day of the Vietnam Chemical Industry. While the chemical industry's traditional day is less widely recognized by the general public, this article highlights its vital significance.

Numerous international observances exist, designated by the United Nations or agencies such as UNESCO, UNEP, and WHO—ranging from World Braille Day, World Cancer Day, Valentine's Day, International Mother Language Day, to World Meteorology Day. These observances raise global awareness for societal, cultural, and environmental causes. However, one cannot find a designated annual international day specifically dedicated to chemistry or chemical engineering, despite the chemical industry's foundational role underpinning modern transportation, construction, advanced materials, healthcare, national defense, and industrial manufacturing.

To honor this field, the United Nations proclaimed 2011 as the International Year of Chemistry (IYC 2011), coordinated globally by IUPAC and UNESCO.

Nationally, several countries organize designated chemical awareness weeks. In the United States, National Chemistry Week (NCW) is celebrated annually by the American Chemical Society (ACS), mobilizing over 10,000 volunteers and dozens of chemical corporations.

Chemistry and the chemical industry play an indispensable role in modern life

Similarly, the Royal Society of Chemistry in the UK and the Chemical Institute of Canada have organized chemical awareness initiatives, while Greece has observed National Chemistry Day on March 11 since 1995, coordinated by the Association of Greek Chemists.

On October 24, 2013, the Prime Minister of Vietnam issued Decision No. 1948/QD-TTg, officially designating “August 19 each year as the Traditional Day of the Vietnam Chemical Industry”.

Vietnam's chemical industry originated during the resistance wars, overcoming acute shortages of equipment and materials through remarkable resilience. Chemical cadres and workers achieved monumental milestones, establishing bedrock facilities such as Lam Thao Superphosphate Plant, Viet Tri Chemical Plant, Van Dien Fused Calcium Magnesium Phosphate Plant, and other foundational industrial complexes.

While the Traditional Day is observed annually on August 19, the seminal milestone marking the industry's strategic genesis occurred in 1969. The formal establishment of the General Department of Chemicals on August 19, 1969 laid the groundwork for centralized, strategic development. Over the decade from 1965 to 1975, the chemical sector grew dramatically, with 1975 gross output reaching 2.25 times that of 1965, commissioning 24 newly constructed chemical plants and securing 70% of total sector output.

Over the past 55 years, Vietnam's chemical industry has achieved outstanding milestones, asserting its status as an indispensable pillar in national industrialization and modernization.

As the earliest engineering design institute in the chemical sector (founded in 1967), CECO has proudly accompanied the industry's evolution. Across Vietnam, countless chemical, fertilizer, and petrochemical facilities have been realized with the expertise and dedication of CECO engineers and specialists. This proud heritage remains an enduring inspiration for generations of CECO personnel.
